日本のエリートたちは「正解」がわからない段階で、自己責任・自己判断で「今できるベスト」を選択することを嫌う。これは受験エリートの通弊である。彼ら は「正解」を書くことについては集中的な訓練を受けている。それゆえ、誤答を恐れるあまり、正解がわからない時は、「上位者」が正解を指示してくれるまで 「じっとフリーズして待つ」という習慣が骨身にしみついている。彼らは決断に際して「上位者の保証」か「エビデンス（論拠）」を求める。自分の下した決断 の正しさを「自分の外部」に求めるのである。仮に自分の決断が誤ったものであったとしても、「あの時にはああせざるを得なかった」と言える「言い訳の種」 が欲しい。「エビデンス（論拠）とエクスキュース（言い訳）」が整わなければ動かないというのが日本のエリートの本質性格である。良い悪いを言っているわ けではなく、「エリートというのは、そういうものだ」と申し上げているのである。
　だから、危機的状況にエリートは対応できない。もともとそのような事態に備えて「須要の人材」として育成されたものではないから、できなくて当たり前な のである。だから、「そういうことができる」人間をシステム内の要所要所に配備しておくことが必要なのである。「胆力のある人間」と言ってもよい。資源も 情報も手立ても時間も限られた状況下で、自己責任でむずかしい決断を下すことのできる人間である。

米軍の訓練では「７０％の準備と７０％の合意があれば行動せよ」って教えられるそうだと最近読んだ本に書いてあった。戦場での判断で万全を待っていては遅すぎるということらしい。
